This is the work that answers whether a new effort is warranted or whether the better move is strengthening what already exists.

Structured conversations with the people closest to the work: residents, frontline staff, volunteers, and community leaders. We design these to reach the voices that formal planning processes usually miss — people who don't attend public meetings, don't fill out surveys, and often know the most.

Semi-structured interviews with executive directors, program staff, funders, and municipal partners. The value isn't in any single conversation — it's in the patterns we find across twenty of them, including where people contradict each other.

Careful synthesis of what already exists: community health needs assessments, census and state data, regional planning studies, peer evaluations. We start here deliberately, so you aren't paying us to rediscover what's already published.
